I think they are waiting to work on that until after Alan Wake is released.

Check gamespot - Max Payne 3 shows as canceled. GS does not publish launch dates and cancellations unless developers confirm, so I'd go with their intel.

if this rumour holds true maxpayne 3 can see the day of light pretty soon

Rockstar north is also busy these days on ps3 exclusive
