My system configuration is:
Intel E7400 @2.80GHz(stock) on stock HSF,
Gigabyte GA-G31M-S2L Motherboard
Kingston 2x2GB DDR2-800 RAM
Seagate 500GB ...

I have undervolted the CPU to 1.072V from 1.2625V stock VID.
I have removed the standard heat-transfer paste and used
OCZ Freeze paste instead.
The CPU temps are: IDLE-36c, LOAD-52c,
and the CPU fan is: IDLE-1700 RPM, LOAD-2250 RPM
This is in a non-cooled room.
The PSU fan is almost inaudible.
The CPU stock fan is audible/irritating and I want to fix this.
I use this system for Software development/Internet access.
The CPU load is light except for when I am compiling code
or when running a Virtual-PC session.
Please suggest a CPU cooler that is quiet or near inaudible
for my system usage.
Buy Dampening/Acoustic Absorption kit from KMD or new case 'CM Selio 500'. Intel 65nm CPUs stock cooler w/ copper base (Q6600 cooler) will lower temps 6-7c further, so fan rpm wont accelerate if no heat. Use rubber washers to mount case fans + HDDs. Cut all honeycomb mesh on all fan slots in case.

For noise v/s cooling, go for a large cooler like the Thermalright U120 EX/ True. Can be used with a slow noiseless 120mm fan, or even without a fan, provided your existing case has sufficient air circulation.
I've recently put together my standby PC and notice that the noise signature of the 120mm cabinet intake fan on my Zebronics Bijli is less shrill and more comfortable than the 70mm AMD S939 CPU fan.
I don't know the size of your CPU fan but if it is 80mm, you get these 80mm to 120mm adapters that you can probably get through KMD and use with your stock cooler. IMO, this is a simple solution.
Cooling experts in this forum should be able to fill you in on the myriad of options w.r.t. stock cooler replacements.
