Budget:10K

Use : Movies, word, excel, youtube, small simple kid games.

features looking for: Wifi,
with or without 3G ... but preferably with 3G if fits in the given budget.

Hardware : minimum 7" display, preferably 8" or 10"
minimum 1Gb RAM


Purchase time : Want to purchase now, but can wait for a month or 2 if something new good , value for money is coming up.

Samsung Galaxy Tab 2 3110. You could have got it for around 8ks some days back.
I own that device. Its gives nice performance, with decent battery back up, plus the reliability from samsung, so you have peace of mind too.

1st priority is your use, distant second priority is budget.

If you cannot afford what you want, then wait until you can. Vendors cheap out on their products, if you cheap out on top of that you get a sub optimal experience. This applies since the products in this segment are yet to mature.

About word & excel is it just to view or is there going to be any editing involved ?

If you don't need to use the tablet outdoors then skip the 3G.

Bigger is better but the part about kids games makes me wonder. How does a child handle a 10 inch tablet over say a 7 incher.

Samsung Tab3 will be out soon so there may be a further reduction in price. There is a risk here as in India inventories are usually slim, so lack of supply may not reduce prices further.

You should get to play with the different tabs so go to a shop like croma or samsung and play around with the tabs. Just swipe the screens and see how responsive they are. The cheaper tabs have less responsive touch screens so it takes more fiddling to do what you want. They use 2nd tier or even 3rd tier components. On paper these tabs look very compelling in actual use the experience can be very different.

There is NO SUBSTITUTE to holding the device in your hand and playing with it.
 
So many Nexus 7 being sold on eBay for 12500
Apply a coupon and get it for 11500 16gb

Better than anything
Am a tab2 convert to Nexus 7 so increase your budget and go for it
