Dell latitude 3540 is a very good option, 3-4k above your budget, but it's worth it.

Check Amazon India, you may get better offers till 8th may.

Got it from flipkart.. For 28k with 5k discount in exchange for my old laptop. Got the i3, 4gb ram, 500 gb hdd, freedos version.
