Yes it's safe. You can get your money back if you don't receive the item. If the item isn't upto your expectations you can file claim.
The mids are recessed with it comes to TF10s, so you will need a after market cable. I guess there are quite a few IEMs in that price range worth considering.
I'd recommend checking Multi-IEM Review - 134 IEMs compared (ECCI PR401 added 01/17) - Head-Fi.org Community to see what kind of IEMs would be perfect for your budget. There are quite a few good ones in that price. I'd recommend the Phonak PFE's which have great bass, or Fischer Audio DBA-02's although they're a bitch to find.
