If the windows have wooden frames outside the glass than you will have to look for a sound proof material which will cover the glass and attached onto the wooden frame.

I just remembered I still have sound blocking cement sheets attached to my windows - they cover the glass totally. I live on an extremely noisy street and these cement sheets stops about 80% of the street noise.
