Ok one question first - Why did you disconnect the modem to test your mouse?

Try these things:
1. Remove the cable and check if all the pins are well and intact.
2. Check the PS2 port for any possible obstruction (dust, broken pin etc)
3. Reconnect the cable again and check.


If even this doesn't work, try arranging another mouse and test if it works well before buying a new one.
