BTW @ OP - Go for a HD5850-17k instead of a HD4890. DX11 card and future proof. With a 70k budget a DX10 card doesnt make sense. Hope now i have posted correctly

I have made a few chages in your config. This config is much more balnced than your config and you should fit it inside a 70k budget
