I remember reading a Seabass interview where he says that development takes place on the PC.
Edit: Here is interview I was talking about. He said old gen PS2 was lead, next-gen, PC is lead.

Also, if you read the previews for PES 2010, you'll notice the people who played it say that they played a build on a PC hooked up with the XboX and PS3 controllers. If XboX 360 was the main development platform, they would have demo'd it on that.
